Project Overview
This large-scale regional water infrastructure project, commissioned by the North Harris County Regional Water Authority (NHCRWA), plays a key role in expanding the region’s treated surface water distribution system. The 60-Inch Water Line Along Mills Road and Greens Bayou provides a critical link between FM 1960 and NHCRWA Project 16, strengthening water transmission capacity and reliability for thousands of residents and businesses across North Harris County.
Scope & Key Components
Reytec’s work encompassed the construction of approximately 11,758 linear feet of 60-inch waterline installed within dedicated waterline easements. The scope included all 7 – 60” butterfly valves, 1 – 84” butterfly valve, fittings, connections, and appurtenances, executed to exacting quality and safety standards.
Construction methods included a combination of:
- 8,115 linear feet of open-cut installation, carefully sequenced to minimize disruption to the surrounding area.
- 3,634 linear feet of tunnel construction, 14 tunnels including crossing beneath environmentally sensitive and high-traffic zones adjacent to Greens Bayou and nearby urban infrastructure including under Highway 249 and a BNSF Railroad Crossing.
The project also required precise coordination of large-diameter pipe delivery and handling, deep excavation support, and trench safety systems, as well as close communication with NHCRWA, local jurisdictions, and property owners throughout construction.
Challenges & Execution
Working in and around Greens Bayou posed complex environmental and logistical challenges, including high groundwater levels, limited right-of-way, and ongoing regional water conveyance operations. Reytec’s field teams implemented advanced tunneling and dewatering strategies to maintain schedule and quality standards while protecting adjacent infrastructure.
Through detailed planning, geotechnical coordination, and field supervision, the project was delivered safely and efficiently—demonstrating Reytec’s ability to execute deep, large-diameter utility installations in challenging conditions.
